Job Description:

Contribute to planning, forecasting, implementation, and identification of resource requirements for network backbone infrastructures (inclusive of wireless technologies). The scope of this position typically affects the delivery of campus backbone network resources for a large number of local and wide-area connected buildings.

Trouble-shoot, monitor and maintain network components and functionality on a school/campus/enterprise-wide level.  Position provides consultation to IT users in designated business units for aspects of network connectivity functions, issues of increasing traffic, and determining the path between hosts across the network.  Candidate communicates with end users about the scheduling and delivery of changes within the network topology and participates in the technical aspects of network changes and workflow.

Position primarily focuses on entry level to moderately complex designs for data and voice communication systems throughout the Johns Hopkins enterprise.  Job complexity includes design/engineering/installation of small to medium sized projects (multiple floors within a building to multiple buildings within a campus), troubleshooting routing and switching protocol issues, and interfacing with customers to understand needs.  Typically, this job is focused on a primary Johns Hopkins campus; however this position is expected to travel throughout Maryland/DC to cover any Johns Hopkins location as required.

Job Responsibilities:

  1. Manage small to medium sized projects and program components (protocol analysis, address space engineering, migration to new systems, scheduling, installations, product research, etc.) by following established guidelines/objectives to deliver service to customers.
  2. Responsible for network planning, network infrastructure design and engineering by meeting with network team to discuss plans and alternatives of possible solutions.
  3. Develop project planning documents by using established departmental guidelines to deliver successful projects.
  4. Produces written reports (e.g., status reports, research results, project plans) by using standard tools to document analysis of a network infrastructure or system.
  5. Provide presentations on ideas, designs, plans, and/or solutions by using standard presentation tools to communicate to a variety of audiences.


  1. Install and configure small to medium size networks, including implementation and verification of connections to remote sites in a WAN by using established procedures and tools to deliver quality products to customers.
    1. Implement changes by adhering to the change management policies and procedures for any given project. Communicate to all parties the nature, significance, and risk factors of the solution.
    2. With minimal guidance and/or oversight, install, configure, and interpret results of network analyzers.


    1. Maintain medium size route and switched networks (0-10,000 nodes), including verification of connections to remote sites in a WAN by following documentation provided for the solution to ensure a stable network
    2. Coordinate and solve network  issues that have been escalated from tier-1 personnel (Network Analyst, or Network Technician), inclusive of setting up network analyzers and interpreting results, by using standard network analysis tools to provide a successful solution to the problem.
    3. Troubleshoot medium size route and switched networks, including verification of connections to remote sites in a WAN, by using standard network analysis tools to provide successful solutions to the customers.
    4. Analyze and determine root cause of problems by reviewing hardware vs software, hardware vs firmware, software vs operating system, network vs applications/systems, and patterned vs non-repeatable issues to deliver solution to the problem.


    1. Collaborate with school, campus, or Enterprise-wide peers on assignments.
    2. May mentor other staff positions such as Network Analysts, or Network Technicians by reviewing their work to give them guidance with their tasks.

Job Requirements:

  • Bachelor’s Degree.
  • Additional experience may substitute for education.

Required Experience: 

  • Three years of related experience.
  • Additional education may substitute for experience.

Equivalency Formula: 30 undergraduate degree credits or 18 graduate degree credits = 1 year of experience. For jobs where equivalency is permitted, up to two years of non-related college coursework may be applied towards the total minimum education/experience required for the respective job.

  18. General knowledge of Metro Ethernet, DWDM, optical, and related technologies.

  21. General knowledge of different IPv4 addresses, inclusive of loopback, unicast, multicast, limited and directed broadcast.
  22. Working knowledge of IPv4 and 32-bit numbers.
  23. General knowledge of IPv6 and 128-bit numbers.
  24. General knowledge of mainstream network troubleshooting and monitoring tools such as MRTG, Cacti, SmokePing, HP Openview, Cisco Works, etc.
  25. Working knowledge of routed and routing protocols; demonstrated ability to troubleshoot simple to medium complexity IPv4 routing issues.
  26. Working knowledge of IP, Enhanced Interior Gateway Routing Protocol (EIGRP), Serial Line Interface
  27. Protocol Frame Relay, Routing Information Protocol Version 2 (RIPv2), VLANs, Ethernet, and access control lists (ACLs).
  28. May configure and maintain network related systems that run Windows, Linux, or Unix, as an operating system.
  29. General knowledge of Layer2 technologies and ability to clearly explain and articulate Layer2 strengthsand weaknesses.
  30. General understanding of Cisco wireless products and services.
  31. Working knowledge of technical features, functions and benefits of a controller-based wireless architecture.
  32. General knowledge of how CSMA/CD functions operate.
  33. Demonstrated track record of keeping abreast of current and leading edge networking and wireless.
  34. technologies/methodologies as related to the existing breadth and scope of products used at Hopkins.
  35. General knowledge of Multicast.
  36. Troubleshooting basic issues focused on determining hardware vs. software, hardware vs. firmware, software vs. operating system, network vs. application/systems, and patterned vs. non-repeatable problems.
  37. Follows standard practices and procedures in analyzing situations involving readily identifiable problems.
  38. Demonstrated ability to install, configure, operate, and troubleshoot small to intermediate-scale- route and switched networks, including implementation and verification of connections to remote sites in a WAN.
  39. General knowledge of how wireless controllers work in a centralized wireless environment.
  40. General knowledge of user and certificate based authentication systems.
  41. General knowledge of redundant network technologies, such as HSRP, spanning tree, Vs, etc.
  42. General knowledge of various load balancing technologies, such as CSM (Content Switching Modules), ACE (Application Control Engine), Advanced AP load balancing strategies, etc.
  43. General understanding of wireless networking and a solid understanding of wireless LAN technologies.

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
